Virginia man charged with DWI
Dalvonne Deveaux, 36, of 4201 Pettus Road, Richmond, Va., was arrested Nov. 30 on a charge of driving while intoxicated.
At 12:30 a.m., an officer recorded Deveaux driving between 15 and 17 mph in a 30-mph zone on West Avenue and swerving in and out of his lane. The officer reported that Deveaux stopped several times as if he was lost or looking for an address, according to police.
He was finally stopped on Brown Street, though he kept trying to inch forward, according to the report. Police said Deveaux was unable to roll down the window when the officer approached the car so he had to open the door to speak.
The officer reported that Deveaux's speech was slurred and that he said he didn't know where he was going. According to police, Deveaux sat motionless when the officer asked for his license and registration, then was unable to produce the documents.
Once out of the vehicle, Deveaux was unsteady on his feet, police said.
According to Deveaux and his passenger, the two were on their way to the Elk's Lounge in Stamford.

He was administered field sobriety tests, which he failed, and refused all tests once at police headquarters, according to the report.
He posted $5,000 bond and is scheduled to appear in court Dec. 10.
Police said Deveaux has previous convictions for narcotics, assault, disorderly conduct, interfering with an officer and driving while intoxicated.
