During a narcotics surveillance, police received information that Waters had illegally provided prescription narcotics to another subject in the Noroton section of town, according to a release. The Darien Police Selective Enforcement Unit has been investigating the use and illegal sale of prescription narcotics.

Police apprehended Waters on Heights Road and took him into custody at 8:45 p.m., the report stated.

Waters was released on a promise to appear in court April 22.
